"The Tide" is the name of the underground newspaper which is published and circulated in the larger cities in the Territories. The writing mostly disparages the [Luca deSadar|Emperor]]'s regime and policies, and calls for unification of and action from the repressed masses.
The Emperor has expended a great deal of money and effort in trying to quash it, but somehow the publication always pops up again.
