"The Tide" is the name of the underground newspaper which is published and circulated in the larger cities in the Territories. The writing mostly disparages the Emperor's regime and policies, and calls for unification of and action from the repressed masses.
The Emperor has expended a great deal of money and effort in trying to quash it, but somehow the publication always pops up again.
